Rendy Hamzah, a researcher at the Center for Cultural, Civilization, and Tourism Studies, Universitas Bangka Belitung (UBB), highlights cultural advancement objects in Bangka Belitung. He revealed that the Cultural Development Index (CDI) in Bangka Belitung has declined.
“The position of the assessment index results for the past 3 years (2018 to 2020), Bangka Belitung Province has shown no actual improvement in value. The peak was in 2021, where Bangka Belitung’s index position was at 50.85, while the national index was 51.90.” he said.
The situation requires collaborative steps with various stakeholders to respond to it.
Furthermore, strengthening the spirit of cultural advancement becomes a strategic agenda to anticipate the ongoing threats of globalization and digitalization, which have disrupted many of our nation’s core values and distinctive identities.
Rendy elaborated that both provincial and district governments in Bangka Belitung have responded through the initiation of regional regulations (Perda) for the promotion or preservation of local culture. For example, through Provincial Regulation No. 3 of 2019; the Regional Regulation Draft for the Promotion of Regional Culture of South Bangka Regency in 2023.
“We need to appreciate the attention given by the local government to the existence of customary institutions, including allocating incentives (although still small) for traditional leaders in the region,” he said.
“However, in terms of its position and function, the existence of customary institutions often appears to be politicized, not yet optimal, and less productive in efforts to preserve local culture,” he said.
Rendy explained the challenges and issues surrounding cultural advancement in Bangka Belitung.
Firstly, the literacy of the younger generation regarding local aspects and culture is still quite low and concerning. “Today’s young generation is trapped in social media, which tends to be more provocative towards foreign cultures,” he said.
Secondly, there is a need for a cultural advancement ecosystem that supports the protection and strengthening of culture, such as through education, from elementary schools to universities.
Thirdly, there is a need for commitment from all stakeholders to support every effort to strengthen cultural entities, both local and national. For example, customary institutions control various socio-economic activities and serve as the state’s representation to ensure the preservation and sustainability of culture.
